Can you ID this guy?

I have this action figure from when I was a kid and was wondering if anyone knows what he is from? If you ask me he looks like Elton John lol. His back is stamped with LFL 1982 made in H K

photo 9 in the 1st gallery link is steeljaw's gun on the right side. unsure if you have figured it out of not.
