GI JOE I.D. help

I was unable to find this on the yo joe site and was wondering if someone knew who he was. He is stamped Hasbro 1991. Any help would be appreciated. I also have several weapons that I could not i.d. on the site, so hopefully there is a GI Joe expert here who would be able to assist.

I'm not TT, but I can tell you that:

1) That's Cobra Commander, V4, 1991.

2) He's supposed to have a facemask which is NOT removable... hence the reason his face looks mangled!

Much thanks! I bought over a hundred pieces, many had body parts on the wrong figures. I also had remco parts mixed in to add confusion.

Would you have any idea who these figures are?
