Can't Identify These Guys

There actually Scuba diving flippers.
They seem to match up with other parts in that pic like the scuba tanks, face masks and armors.
I've been trying to figure them out for ages can't find the right thing to type into google I guess.
On another note I think I've I'd some helicopter parts in other pics from GI Joe Dragonfly helicopter I have the landing gear (I don't know technically what it's called on a helicopter) But also have one of the side plates that covers the engine. Might be some missiles or gun parts from it too.

I'll redo some of these photos to show the items closer.
I honestly think that all those red pieces are parts of the flooring system of the Cat's Lair playset toy.

Third picture bottom row, the grey handle thingy is one of the support pieces from the bottom side of the Star Wars Empire Strikes Back Star Destroyer playset.
Fourth Picture: Bottom Row black cylinder is GI Joe Wave 1 (1982) Short Fuse's Mortar (minus tripod legs).
White blob dead center and the piece to the left of it are both from GI Joe Cobra S.N.A.K.E. armor.
Picture 5: Top Row currently unidentified black missile is from the GI Joe Cobra Rattler (Blue VTOL Plane). The yellow missile is also from GI Joe, This time it is from the Snow Cat.
Bottom picture: The two seat are from the GI Joe Skystriker (the hole in the headrest is where a parachute ties in).
The grey battery compartment cover next to them are from Darth Vader's tie fighter from the original trilogy toys.
Minerva was correct in regards to the Hall of Justice Pieces.

There's a trailer in the same pic it's branded Tonka I was thinking down the lines of it being a part that would have maybe come with that. Maybe those other seats could be some be part of it too.

I hope the better pics help me get to the bottom of what that scuba gear belongs too though. I've had that stuff for years came in a MOTU lot I got. It actually fits on some of the masters figures and looks pretty cool.

So I'd guess the figures they come from would have to be of a six inch style like MOTU Even a vague idea of any series that I could search for might be aqua warriors or scuba protectors.

It was driving me nuts, as there were so many 6" lines over the years, but those pieces belonged to nothing that would even come close to making sense (such as TMNT, or Rambo, or Chuck Norris, etc.).

No doubt!
I went through Bravestar, Blackstar, Silverhawks, Warlord, countless MOTU clones, even Bucky O'Hare and Toxic Crusaders before I finally gave up and asked another community.
I didn't think I had ever seen them before, but there had to be some toy line that had a whacky offshoot series that I had missed. Sure enough, it was the only toy line where bullets made less sense than MOTU.
I am just glad it is now solved.
