Who is this Character & What line/year did he come from?

Hi, can anyone help me identify this toy? I don't recognize the character or the figure line. He has a blue face and arms with a long crane coming from his back over his head. His trunk and legs are off white and has wheels lining the back of his legs. His logo is located on the left front shin and is a red autobot logo with wings and a downward pointing arrow.

His crane reminds me of Landquake from Energon, but his robot mode isn't familiar to me. Is the figure stamped (hopefully with a year)??

No year or country of manufacture marking, only the red logo and a 5 digit inscribed serial number (53601) under the crain

That is Cybertron Defense Red Alert, from Cybertron.

He's missing his most crucial feature: A giant rocket that attaches to that "crane"
