Though it was made in early 80's Japan, it is based on a 60's British non-cartoon.

The only release of this toon that I am aware of in the states was a few episodes of this series edited into a movie.

As for the original series, from across the pond, we here in America found a way to make a crappy live action remake a couple of years ago.

The uniform on the guy is a bit simular to the uniforms used on "Space Battleship Yamato" but your hints dont match up with that show so I have no clue.

Okay, last hint... the original British series was done as live action, but the stars were quite wooden. In fact you could easily say that it was easy to pull the strings of the cast.
