From experience, I would say that the man on the left was the tractor driver.
Let us break this pic down.
Surroundings
It looks like a country road as there is no sidewalk. There is a house in the background so it is a good bet that the cars belong to that house.
The road is wet and the sun is out, making perfect conditions for road glare and aquaplaning.
The cars
The position of the blue car says that it was parked behind the red one and the damage to the back says that this car took the brunt of the impact and it sent it up and over the red car and into the wall. The still moving tractor then slammed in to the red car with the front wheel climbing the back and crushing the roof. Then, due to the wet road, the red car hit the blue car ripping the bonnet off.
The tractor
A Fendt, looking at it an 980 Vario, It has a full set of front ballast weights and there appears to be little damage to it other than maybe a broken bonnet, I can not tell from the picture.
The people
The man on the left appears to be the tractor driver if you look closely, you will see that he is on a mobile phone. His posture is one of someone who is shaken, possibly shocked, and he is wearing workboots.
The other man is wearing black pants and shoes and a high visibility jacket. Maybe police, maybe recovery. Not sure,
Please do not take this as true, I am guessing from experience.

A few years back I rolled my car 6 times down a hill I have a picture but it's not uploaded.
To be honest, I've bumped most vehicles I've had and fell over every bike I've had
Once, I stupidly decided to ride my trials bike on wet grass... I fell off doing 2mph and smashed my wrist on the handle bars. Ouchies.
And with all this snow we've had the past week, I really wanted to go out on my quad bike. So badly, I walked 3 miles to town and 3 miles back to get petrol for it!
It was SUPER FUN. I couldn't get anywhere on the fields because the snow was too deep. So I went on the road (naughty me!) and was sliding around on the slush and spinning round and stuff It was great!
My dad got our tractor stuck once in a very muddy field. We couldn't get it out for bloody weeks! I've not had any mishaps with the tractor, though I nearly tipped our little excavator up a few times

yeah thats right i made one little mistake and look what happened
for me that pic brings back memories that id rather forget

In fact, I nearly lost my dad just a week ago, which was horrific for me - being there when it happened - but he knows nothing of the incident and doesn't realise how bad it was!
I do tend to look on the bright/funny side though, so sorry I offended anybody!

every time i see that picture i am reminded of how close i came to being another statistic
but you gotta get back on your horse and ride it or youll fear it forever
i too look on the funny side cause if i didnt id be a nervous wreck by now.I do tend to look on the bright/funny side though, so sorry I offended anybody!
