^%^&%^$!!, now I've got it too. Its like a song stuck in my head. Hes so familiar. He looks to me like a gum machine version of an action figure. Some lizard man from a cartoon. Maybe Heman? something like that. TMNT?

Sorry, Swindle. I've been asking around, but I still haven't got a clue who/what this figure is. Have you been able to figure it out?

The purple round serpent thing i used to own - its a ghost from the Ghostbusters toy line of the 80's, think it could fit around the waist of a Ghostbuster figurine

That's right! Awesome! Thank you very much! :D
After doing some research I found it to be "The Real Ghostbusters Peter Venkman Figure and Snake Head Ghost".

@ LD2062 - Wow, I never would have guessed that figure was from a KO BW pack!

I had almost the entire collection of the Ghostbusters including the Fire Station and Ecto's 1, 2 and 3. Pity my dad (without asking) threw them all out (except for the fire station) 5 years ago along with a hell of a lot of my other collectibles and childhood memories.
