Who has access to TFL Collectors' Info?

Who has access to TFL Collectors' Info?
TFL Collectors' Info viewforum.php?f=27 tells me "You do not have the required permissions to view or read topics within this forum." (The rest of the forum, seems like i can read without logging in. Collectors' Info says "This category has no forums" even when i log in.) What am i missing?

I've been wondering that myself. When I first joined a few weeks back I was able to view that forum. I think I even posted there.

I'll try to investigate this. I don't immediately see anything in the permissions that would indicate it being non-postable.
