To tighten pegs there a couple things I've seen people try.
The one I prefer is a scrap of tissue over the peg, its totally reversible and cannot hurt the figure. But it'll have to be done every time the peg is pulled out.
The peg can also be coated in something, like super glue or clear nail polish. But thats not reversible, and some chemicals will harm the plastic. It could melt, change color, start flaking, stay soft or sticky.

Clear nail polish. But dont get it on the bottom of the peg hole. That could prevent the peg from seating inside the peg hole all the way. Try your best to keep the coating only on the inner sides of the peg hole.
Keep a toothpick around you just in case you do end up having to immediately scrape some nail polish away from the bottom of the peg hole.
You can also use the clear nail polish on ball joints.
Just dont forget to let the coatings dry before you insert the peg/connect the ball joint.

Hi, just got a complete Cybertron Demolisher for $3.2USD. Does any buddy knows that if the minicon gimmick (shooting Blackout) will still work if I plug Blackout in front of it?

Well they removed the minicon at the last moment. {its present on the colour treatment sheet for the figure} so it is still compatible with any of the versions of the blackout minicon.
