Very close guess. It is a torture device from an Aerosmith display case at a CD store. It used to have motor behind it that made it spin around but it broke. The cat is from the 1997 album "Nine Lives"
If you don't have any Aerosmith Cd's this is the one to get.
If you don't have it let me know

Frankly, I'm MORE mad at outback as a toy. He had to go and be the ONLY minibot with an accessory. And you know what? he can't even wield the damn thing in robot mode
